OFGEM: The industry regulator—Office of Gas & Electricity Markets.

DNO: Distribution Network Operator—the local utility.

New Connection: All works required to provide a new or increased capacity electricity supply.

Contestable Works: The activities associated with New Connections that  each DNO has agreed with OFGEM may be undertaken by a third party.

Non Contestable Works: The activities associated with New Connections that each DNO has agreed with OFGEM may only be carried out by the DNO itself.

Determination: The process of using OFGEM to rule on a DNO’s behaviour under the regulations—for instance to investigate the fairness of a DNO requesting a particular level of contribution for existing network re-inforcement costs.

Adoption Agreement: The legal agreement between the client and the DNO whereby ownership, operational responsibility and risk in the new assets transfers to the DNO. Often involves co-signature and collateral warranties from the Contestable Connection provider.

Connection Agreement: The legal agreement between the end user and the DNO guaranteeing to provide a maximum supply capacity for a fixed term.

Energy Supply Agreement: The legal agreement between the consumer and an energy retailer (not a DNO) to provide energy for a fixed term.

Wayleave Agreement: A legal agreement between the DNO and land-owners allowing fixed assets to be installed and maintained.
